Research on the Influence of the Logistics Industry of Urbanization Development Path—Take Kuqa as Example

Abstract. Based on the current situation of the urbanization and the policy support, and through the study of foreign urbanization development path, the article analyzes the existing problems in the process of urbanization in China and the future development direction. Take Kuqa as example, respectively from such as policy, industrial structure, population, ethnic factors, to study urbanization development path of resource-oriented city, and to understand impact of urbanization on logistics in-depth of Kuqa. In the end, to solve the logistics problems of small towns, widen the channel of the circulation, to better promote the development of urbanization in Kuqa.

1.      Introduction

With the development of economy, urbanization gradually attracts the attention of the world. Our main purpose of urbanization is to narrow the income gap, to create new economic growth point, to promote rapid growth of national economy. Gathering as the main form to promote the development of urbanization, has the capable to promote the city’s foreign trading ability, to improve the urban internal economic strength, and to step up infrastructure construction. With the development of logistics infrastructure, it becomes one of the most effective patterns to urbanization. It would help smooth the city’s outside channels to communicate, and strengthen urban basic functions.

2.      Learn from the foreign countries

Accelerating the urbanization process, is the most effective way to expand domestic demand and optimize structure among urban and rural and regional, is also important content to speed up the transformation of the mode of economic development. Urban development has certain regularity to follow. Learn some lessons from foreign successful experience, from the perspective of social development strategy, examine our country urbanization path, steadily pushing forward the development of urbanization in our country.

Developed countries urbanization start at earlier time. Most of the countries urbanization rate range from 75% to 80%, through the industrial revolution into the initial stage of urbanization. This article analyzes four countries which are the United States, Germany, Japan, South Korea, by the time and path of urbanization. The results are shown in table 1.

1. Strengthen the urban planning;

2. Improve the old and small and medium-sized urban infrastructure.

Firstly, population agglomeration mainly has two forms. The first one tells that with the urban population density is too high, people gradually shift to small towns, raising the level of economy of small towns; the other is that rural people go to economic strength strong town, expanding the radiation scope of small towns, improving the urban competitiveness.

Secondly, to improve the urban industrial concentration degree, relying on scientific and technological innovation, promoting industrial upgrading. Comprehensively improve the quality of agricultural products, to develop township enterprises, realizing the common development of leading enterprises and small companies.

Thirdly, to strengthen the construction of logistics infrastructure, to improve the quality of road passage and the node construction, improving the construction of logistics parks and logistics center, and becoming the key factor of urban development.

3.      Problems of logistics in Kuqa

3.1  The location conditions

Kuqa is located in the southwest of Xinjiang, with poor economic conditions. Its external channel is too far perfect which hinders the development of kuqa. On the one hand, kuqa has a poor population, but the national sort varies. As different ethnic habits, and language miscommunication, logistics demand is few and scattered. On the other hand, with large land area, desert utilization rate is not high in Kuqa, resulting in waste of resources.

3.2  Poor logistics infrastructure

Kuqa’s logistics is not good enough. Dimensions of logistics enterprises are small, scattered and weak, which makes logistics service poor, and high logistics cost. Because of the low logistics operation efficiency, the ability of transport is poor, which makes the scale of the express mail, bulk cargo very limited. Residents take the method of having their own pick, which makes residents life inconvenience. As kuqa improves the transport infrastructure, adds logistics nodes, stations, introduces the modern logistics enterprise, the basic position of logistics modernization system consolidated in kuqa.

4.      Role of logistics in the process of urbanization in Kuqa

4.1  The necessity of developing logistics in Kuqa

(1) An effective way to realize the logistics industry agglomeration

There are internal and external two aspects for Kuqa to develop urbanization. From the external aspect, kuqa is a "points" of the area. It is important to analysis interaction relations between kuqa and the surrounding region. From the internal aspect, it is necessary to analysis the relations between internal components and urbanization in Kuqa.

(2) An urgent necessity to transfer traffic locational advantages to economic advantages

Kuqa is the southern area in Xinjiang of railway, highway, air transport way intersection traffic hub. In the high-speed economic development stage, if kuqa can't convert traffic advantages into economic advantages, it will only be a channel in regional economy. The development of logistics industry, industry cluster will greatly drive the development of kuqa, converting traffic advantages to logistics advantages, and then into industrial advantage, making people, logistics, capital, information mixture. The development of logistics industry makes Kuqa an important transit point among central Asian international trade corridor, hub of southern Xinjiang regional economic development. It also strengthens regional agglomeration radiation ability.

(3) The inevitable requirement of new urbanization construction

Urbanization is the endogenous power of economic sustained growth in our country. It not only has a huge potential in domestic demand, but has become the key to maintain economic long-term stable and rapid growth, under the background of our country economy development mode changed. The eighteenth National Congress put forward to adhere to the new path of urbanization with Chinese characteristics, to promote industrialization, urbanization, agricultural modernization synchronization development. To undertake industrial transfer, the western region will become an important area with rapid development of urbanization.

4.2  Influence of logistics on urbanization path in Kuqa

Kuqa urbanization development is divided into three stages. First of all, in order to enhance the internal strength, Kuqa has strengthened infrastructure construction, expanded circulation channels. Second, Kuqa has strengthened the external environment and expanded the scope of radiation, finally formed a "big Kuqa economic circle". Third, Kuqa and surrounding counties and cities have constituted urban development belt, in order to enhance the level of urbanization in southern Xinjiang.

(1) The first stage of urbanization development

Under the rapid growth of logistics industry influence, Kuqa has developed industries and infrastructure construction, strengthened the urban economic strength, expanding external circulation channels and city logistics system. This is to attract more people, business flow, capital flow to gather to the city.

 (2) The second stage of urbanization development

With the development of logistics industry, Kuqa’s urban basic functional advantages have gradually been obvious. On one hand, it can attract Networked enterprises to set up network node in Kuqa. On the other hand, with the corresponding policy as support, it can attract the third party logistics enterprises.

(3) The third stage of urbanization development

In the urbanization developed stage, as a resource-based city, Kuqa should reduce the pollution of industrial waste of the negative effects on the environment and obtain the greatest benefits of urbanization with the minimum ecological impact on the environment.

5.      Summary

Due to China's economic has been increasing, the urbanization construction will play an important role in China. Logistics industry is very necessary in resource-based cities and an excellent method to achieve steadily and orderly urbanization construction. The development of logistics will expand the demand and make new economic growth pole in resources city. In a word, the resources city must attaches great importance to the logistics industry.
